4. Tsunade
When Jiraiya informed Tsunade that the Konoha elders had offered her the position of Fifth Hokage, she declined, saying that only fools would want to become Hokage. She cited Yondaime Minato and Sandaime Hiruzen as examples—both of whom sacrificed their lives to protect the Village of Konoha.
Naruto, who overheard her statement, became furious. He felt that Tsunade had insulted Yondaime Minato and Sandaime Hiruzen. Seeing Naruto’s passionate reaction whenever the word “Hokage” was mentioned, Tsunade became curious. Naruto then confidently declared that one day he, Uzumaki Naruto, would become the Hokage of Konoha Village.
This sparked a confrontation between Naruto and Tsunade. During the clash, Naruto attempted to attack Tsunade using Rasengan, but Tsunade simply stomped her finger on the ground. The impact caused the earth to split, making Naruto, who was holding the Rasengan, fall into the crevice. Tsunade then realized that Naruto’s Rasengan was far from perfect and still not at the level of Yondaime Minato’s technique.
Afterward, Tsunade scolded Jiraiya for teaching Rasengan to Naruto. She was convinced that Naruto would never be able to master the technique. In Tsunade’s opinion, only Jiraiya and Minato were capable of mastering Rasengan.
Tsunade also told Jiraiya not to spoil Naruto too much during his training. She believed that Jiraiya was giving Naruto false hope by allowing him to attempt to master Rasengan. Tsunade even criticized Jiraiya’s lax behavior, accusing him of making Naruto treat the dream of becoming Hokage as a joke.
